As you are no doubt aware, Horizon fills requests with a copy of the item upon checkin
without requesting permission first.
SELCO is aware of the many problems this is causing for collection development, delivery, and customer service. There is no way to change this feature in Horizon and it is not changed in the next version (7.3). In addition to requesting this in the strongest terms as a software enhancement, SELCO is evaluating any options we can find to address this issue.
